Whose permits does California honor? (carry in)

California does not honor any other state’s carry permit. Visitors must qualify for and obtain a California-issued license before carrying.

Penal Code 25655 exempts from the concealed-carry ban only CA-issued CCW licenses (Ch. 4, § 26150 et seq.) — no exemption exists for out-of-state permits, so California recognizes none.

California permit basics

Carry Concealed Weapon (CCW) License, issued by county sheriff or police chief. Minimum age: 21. Non-residents: AB 1078 (Stats. 2025, ch. 570), effective January 1, 2026, requires a California licensing authority to issue a CCW license to a non-California resident who meets the statutory requirements — including being 21 or older, presenting clear evidence of identity, age and state of residence, attesting that the jurisdiction applied to is the primary California location the applicant intends to travel in or spend time in, completing the required training and live-fire course, and identifying each firearm listed on the application. This is in addition to the earlier non-resident route opened on Aug 21, 2025 by the Hoffman v. Bonta federal injunction (CA DOJ Bulletin 2025-DLE-13). Renewals on or after September 1, 2026: a licensing authority may not issue a renewal CCW license unless the California Department of Justice first confirms the applicant is eligible to own or possess a firearm through a fingerprint-based eligibility check. The licensing authority must give written notice of approval or denial within 120 days of receiving a complete renewal application, or within 30 days of receiving the Department’s eligibility determination, as specified. If a licensee does not submit a renewal within 90 days after the license expires, the licensing authority must ask the Department to end subsequent-notification service for that licensee. How do you get a concealed carry permit in California?

Apply to your county sheriff, or to your city’s police chief if the department issues licenses. Many offices take applications online; Los Angeles County uses a Permitium portal. Expect to complete the training course Penal Code 26165 requires and pass the state background check before the license is issued.
